Dr. Laura Münkler

Laura Münkler is an Assistant Professor at the Institute of Politics and Public Law at LMU Munich and a member of the Young College of the Bavarian Academy of Sciences and Humanities. She studied law in Berlin, where she also completed her legal clerkship. She was awarded her PhD from LMU in 2014 with a thesis on the possibility of the legal application of cost-benefit evaluations for the determination of the scope of services for compulsory health insurance. Her habilitation project entitled "Expertocracy – Between rule by the power of knowledge and political decisionism" addresses the question of how decisions can be made on an informed basis while also being democratically legitimate. By analyzing various democracy theories, deriving a reception theory and evaluating the institutional and procedural designs for the consultation of experts, an attempt will be made to find a democratically legitimate mode for handling expert knowledge.
During her time as a Junior Researcher in Residence at CAS, Laura Münkler will investigate the background of advising in the history of ideas, thus assessing the relationship between democracy and knowledge. In this context, she will also address the epistemological background of this question, as well as its roots in the philosophy of science. The difficulties experienced to date in dealing with experts and their knowledge will be analyzed on this basis. The workshop to be held on 26/27 February at CAS will take place in this context, addressing the question of how to handle knowledge in legal surroundings.
