Phillip Y. Lipscy is Assistant Professor of Political Science at Stanford University. He is also The Thomas Rohlen Center Fellow at the Freeman Spogli Institute for International Studies.

His fields of research include international organizations, international and comparative political economy, the politics of energy and the environment, and the politics of East Asia, particularly Japan. Lipscy obtained his Ph.D. in political science at Harvard University.

Lipscy is the author of "Renegotiating the World Order: Institutional Change in International Relations" (Cambridge University Press, 2017), which examines how countries seek greater international influence by reforming or creating international organizations. His research appears in the "American Journal of Political Science", "International Organization", "Annual Review of Political Science", "Journal of East Asian Studies", "Asian Survey", "Foreign Affairs", and "Foreign Policy".

Phillip Y. Lipscy is a Visiting Fellow at CAS from June to July 2019 and is part of the CAS Research Group "Power Shifts and Institutional Change in International Institutions" of Prof. Dr. Bernhard Zangl. He will also participate in the workshop "International Institutions in an Age of Global Power Shifts: Negotiating Change" on 27 and 28 June 2019.
